Cautious Beginnings: Canadian Foreign Intelligence, 1939-51 ReviewKurt Jensen's compact (179 pages of text and 28 pages of footnotes), superbly researched book on the beginnings of the Canadian intelligence community is the best book written on the subject to date. Jensen has skillfully plumbed the limited archival resources and secondary sources that are currently available in Canada to produce a fascinating picture of how Canada rapidly built up a small but very capable intelligence collection and analytic capability during World War II, then came perilously close to disbanding all these organizations once the war over. Fortunately, as Jensen details in the second half of his book, the small number of Canadian government officials who were intimately familiar with the importance of intelligence ensured that their country kept a small intelligence capability for future generations. Of particular interest, Jensen describes in detail Canada's intimate intelligence-sharing relationships with the United States and United Kingdom, particularly in the field of Signals Intelligence (SIGINT).
